Meet the team

The people behind Healthcare Ethics Ireland

Dr Shehzad Iqbal, founder and course author at Healthcare Ethics Ireland

Dr Shehzad Iqbal

Founder, author and course facilitator

Dr Iqbal has written ethics, probity and professionalism courses for healthcare professionals since 2020, working with professionals regulated in six countries, online and live. He combines clinical practice with a formal postgraduate qualification in healthcare law and ethics, and writes and reviews every course on this site. He founded Probity & Ethics in the United Kingdom in 2020 and Healthcare Ethics Courses, which issues the certificates, in 2025.

That combination is the point. A clinician who has practised knows what a consultation looks like when a boundary is tested or a record is written under pressure. A postgraduate qualification in healthcare law and ethics is what turns that into material a regulator will read as engagement with the standard, rather than a general essay about professionalism.

In short

Who we are

Healthcare Ethics Ireland is an independent provider of self-paced online courses and face-to-face courses via video link, in ethics, professionalism, professional boundaries and probity, for healthcare professionals in Ireland registered with the Medical Council, the Nursing and Midwifery Board of Ireland, the Dental Council, the Pharmaceutical Society of Ireland or CORU, and for professions not yet regulated. There are 32 online courses in the catalogue, 24 on each profession’s page, each carrying 2 CPD hours and a dated certificate on completion; and four live courses run via Zoom, each carrying 5 CPD hours.

They are used in two situations: by professionals who have had a complaint made about them and need to evidence insight, reflection and remediation in writing to their regulator, a Preliminary Proceedings Committee or a fitness to practise inquiry, and by professionals adding to their CPD record. The pages are written for the first group, because that is who arrives here in the week a letter comes.

For healthcare organisations, such as hospitals, the HSE and its services, hospital groups, GP practices, pharmacies, dental practices, nursing homes, universities and colleges, indemnifiers, unions and professional bodies, and law firms, we run the four face-to-face courses for whole teams via video link, and provide course licences with seats assigned to named people, or a member discount for members buying in their own name.

We provide remediation courses for regulatory processes and nothing else. We are not a regulator, not a law firm and not an indemnifier, and we are not affiliated with any Irish regulator.

What we provide

Four ways to take the courses

Depending on whether you are one professional with a deadline, one who wants a live session with a facilitator, one who needs several courses, or an organisation buying for its people.

Online courses

32 self-paced courses at €100 each (€70 with Bulk Buy 10), 24 on each profession’s page, with the ethics and professionalism pair written to that profession’s own code. Immediate access, 2 CPD hours each, twelve months of access from purchase, and a dated certificate on completion.

Face-to-face courses

Four live, facilitated courses, probity and ethics, ethics and professionalism, professional boundaries, and a reflection workshop, held via video link on Zoom. 5 CPD hours each, €600, or €550 with 10 or more online courses; one-to-one available.

The Bulk Buy Offer

2 or more courses, priced by the number you choose: five for €400 instead of €500, saving 20 per cent, or ten for €700 instead of €1,000 — ten for the price of seven, saving 30 per cent. Chosen by you, for one person. If you are responding to a complaint, you can start with the nine-course Core Set on your profession’s page and add one course for the specific concern.

See the Bulk Buy Offer

For organisations

Seats bought in a block and assigned to named people, with completion reporting you can export, or a member discount, where your members buy in their own name at a reduced rate and your organisation pays nothing. We also run the four live courses for a whole team via video link; see Face-to-Face Team Training.

Why we exist

Why the courses are written this way

People arrive here in the same week a letter arrives. The courses are built around what happens next.

A complaint is not a finding

A complaint to your regulator is the start of a process, not the end of one. What a professional does in the weeks that follow is considered alongside the original concern, and it is the one part of the process that runs on their timetable rather than someone else’s.

Three words carry a great deal of weight

The Irish regulators’ published guidance speaks of insight, reflection and remediation, and the three are not interchangeable. Being clear about which one a letter is asking for makes a practical difference to how you answer it.

Evidence has to be built, not assembled

Steady, dated work over weeks reads very differently from a burst of it gathered shortly before a deadline. The dates are visible to whoever reads the file.

Which code applied, and when

Codes change. NMBI’s current Code of Professional Conduct and Ethics came into effect on 14 February 2025, replacing the editions of May 2021 and December 2014, and the Medical Council’s 9th edition Guide has applied since 1 January 2024. Knowing which edition applied at the time of the events is worth checking with your adviser.

Nobody should have to work it out alone

The process is unfamiliar to almost everyone who enters it, and its vocabulary is not the vocabulary of clinical practice. Explaining it plainly is a large part of what these courses do.

How we work

What we hold to

Three things we hold to, and one we will not do.

Written against the published codes

The two courses written for each profession follow that regulator’s own code, and each profession’s page links to the regulator’s documents, so you can read the source rather than our summary of it.

Written by a clinician

The courses are written and reviewed by a doctor with a postgraduate qualification in healthcare law and ethics, not assembled from generic compliance material or produced by an anonymous content team.

Confidential unless you say otherwise

We do not tell your regulator, a Preliminary Proceedings Committee, an inquiry committee, an employer or an indemnifier that you are a customer. Your certificate is yours, and you decide who sees it.

Plain about what a course cannot do

No course decides a complaint or an inquiry, and no provider can promise an outcome. What a certificate gives you is an independent, dated record that you acted. The weight comes from the reflection you write alongside it.

The certificate

What the certificate gives you

Every online course carries 2 CPD hours, every face-to-face course 5, and each issues a dated certificate on completion. Certificate issued by Healthcare Ethics Courses. It can go into a remediation plan, a written response to your regulator, material for a Preliminary Proceedings Committee or a fitness to practise inquiry, or your CPD record.

How the hours are entered in your own scheme is for that scheme: doctors record CPD in a professional competence scheme, CORU registrants count CPD credits, and pharmacists use the Irish Institute of Pharmacy’s ePortfolio.

What a dated certificate gives you is an independent record that you identified the concern and acted on it, and when.

Regulators we cover

Five regulators, five pages

Each page sets out how that regulator handles a complaint, its committees by their own names, the courses that address the concerns it considers, and where completion fits in a remediation response. The CORU page also covers dietitians, medical scientists, occupational therapists, optometrists and dispensing opticians, physiotherapists, podiatrists, radiographers and radiation therapists, social care workers, social workers, and speech and language therapists, and the professions not yet regulated in Ireland, such as psychologists, counsellors and psychotherapists.

Confidentiality

What we tell your regulator

Nothing. We do not report to any regulator, to a Preliminary Proceedings Committee or to an inquiry committee that you have bought or taken a course. We keep no register any of them can search. No regulator has an account with us.

A course you buy yourself is confidential from everyone: no employer, no indemnifier and no professional body is told. The single exception is a seat bought and assigned by an organisation, where that organisation sees your completions and dates; anyone in that position is told so before the course opens and can buy it themselves instead. The full position is in our Privacy Policy.

Questions people ask about us

Frequently asked questions

Who writes these courses?

They are written and reviewed by our founder, Dr Shehzad Iqbal: MBBS, MRCS, MRCGP, and a Postgraduate Certificate in Healthcare Law and Ethics from the University of Dundee. The face-to-face courses are facilitated by Dr Iqbal and Dr Mo Mirza.

Not an anonymous content team, and not a general online-course company that also happens to cover ethics. Remediation in ethics and professionalism is the whole of what we do.

Are you an Irish organisation?

No, and we say so plainly. Healthcare Ethics Ireland is based at 119 Marylebone Road, London NW1 5PU, United Kingdom, and supplies courses to healthcare professionals in Ireland and, through its sister sites, in other countries.

What is Irish is the content. The two courses written for each profession follow the code its Irish regulator publishes, and the pages describe the Irish complaint and inquiry process in each regulator’s own words.

Will a course help with my complaint?

It gives you dated, independent evidence that you identified the concern and worked on it. Insight, reflection and remediation run through the guidance the Irish regulators publish, and a certificate with your own written reflection attached speaks to all three.

What it does not do is decide anything. No course changes an outcome. Take advice from your indemnifier, your union or professional body, or a solicitor before you respond to your regulator.

How do I know the content is current?

Every page carries a visible last-reviewed date, and the regulatory content is checked against each regulator’s current publications at that review. Where a regulator has replaced a code, the pages say which edition is in force and from when.

Regulatory guidance changes. Check the current position with your regulator before you rely on any statement in a submission.

What happens if I fail the assessment?

The pass mark is 80 per cent and you may attempt it as many times as you need. The number of attempts is not recorded on your certificate.

Will you tell my employer or my regulator that I bought a course?

No. A course you buy yourself is confidential. We do not report to any regulator, to a Preliminary Proceedings Committee, to an inquiry committee, to an employer or to an indemnifier that you are a customer, and no regulator has an account with us.

The one exception is where an organisation bought and assigned you a seat, in which case that organisation sees your completions and dates, and you are told that before you start, not afterwards.

Do the courses count for CPD as well as for a complaint?

Both. People come to us when a complaint has been made, an investigation has started or an inquiry has been called, and the pages are written for that week. Each certificate also records 2 CPD hours, and you can add it to your CPD record.

How the hours are entered is for your own scheme: doctors’ professional competence schemes, CORU’s CPD credits, or the Irish Institute of Pharmacy’s ePortfolio for pharmacists.
