Before anything else

Who decides — the Preliminary Proceedings Committee, the Professional Conduct Committee or the Council?

CORU is the Health and Social Care Professionals Council together with a registration board for each profession, set up under the Health and Social Care Professionals Act 2005. A complaint about a registrant is made to the Council. The Preliminary Proceedings Committee looks at it first; a Committee of Inquiry — the Professional Conduct Committee for conduct or competence, the Health Committee for health — holds the inquiry; the Council decides the sanction; and the High Court confirms every sanction except an admonishment or censure that is not appealed.

Evidence of insight and remediation can go before the PPC, into an undertaking, to the Committee of Inquiry and before the Council on sanction. The earlier it exists, the more stages it reaches.

The complaint arrives at CORU

A complaint may be made by or on behalf of any person, or by a registration board, on the grounds in section 52(1) — professional misconduct, poor professional performance, relevant medical disability, failure to comply with a condition, an undertaking or a consent, a prohibition or restriction on practice elsewhere, a contravention of the Act, or a conviction for an offence triable on indictment. CORU writes to explain the nature of the complaint and who the complainant is. It publishes no fixed response time: take the date from your letter, or ask CORU. Speak to your indemnifier, your union or professional body, or a solicitor before you write anything.

The Preliminary Proceedings Committee

The PPC screens the complaint first. It screens out complaints that are trivial or vexatious, that have no substance, or that were made in bad faith, and decides whether the rest go forward to a Committee of Inquiry. Mediation is possible only if both parties consent. Your written response to the PPC is the first place insight appears on the file, with dated evidence attached.

Undertakings

In CORU's words, “Undertakings are agreed commitments by the registrant to address identified concerns” (CORU, trends report). In the cases concluded in 2022 to 2024 they were the single largest Committee of Inquiry outcome: 13, against 7 censures (CORU, trends report). An undertaking needs content: the steps you commit to and evidence you have begun them, such as a dated certificate with your written reflection. Failing to comply with an undertaking is itself a ground of complaint under section 52(1)(e).

The inquiry — the Professional Conduct Committee or the Health Committee

A Committee of Inquiry is two registrants and one non-registrant. The Professional Conduct Committee deals with conduct or competence; CORU says its hearings are normally held in public. The Health Committee inquires into whether a registrant's health is affecting their ability to practise; CORU says its hearings are normally held in private. You may bring a legal or other representative at your own expense. The committee reports its findings to the Council.

The Council's sanction and the High Court

Since 1 January 2021 the sanctions in section 66(1) are: admonishment or censure; conditions attached to registration; suspension; cancellation of registration; and a prohibition on applying for restoration. There is no fine. Since 24 March 2021, under section 68, the heavier sanctions do not take effect unless the High Court confirms the Council's direction, and an admonishment or censure takes effect on confirmation or once the 30-day appeal window has passed. In the 151 cases concluded in 2022 to 2024 the Committee of Inquiry outcomes were undertakings 13, censure 7, conditions 4, suspension 4, cancellation 4 and admonishment 3 (CORU, trends report).

What does not change

Whichever committee holds your complaint and whichever board made your Code, the same is asked of you: insight, reflection in your own words, and dated remediation. The Core Remediation Set above is built around it.

In short

What are CORU remediation courses for health and social care professionals?

CORU remediation courses are self-paced online courses taken by a registrant of one of CORU's registration boards to evidence insight, reflection and remediation in response to a complaint to CORU, a Preliminary Proceedings Committee investigation, a Professional Conduct Committee or Health Committee inquiry, or the Council's decision on sanction. They are independent of CORU and its registration boards, and give you dated evidence, held by someone other than you, that you identified the concern and acted on it.

The courses on this page are written for every CORU-registered profession — and for psychologists, counsellors, psychotherapists and any other practitioner whose regulator is not one of the other four — at €100 each (€70 with Bulk Buy 10), or less as a Bulk Buy of 2 or more (ten for €700), and written to the statutory Code of Professional Conduct and Ethics each registration board has made under the Health and Social Care Professionals Act 2005. Nine form a Core Set that applies to any complaint; the rest are grouped by the concern raised. Every course carries 2 CPD hours and issues a dated certificate from Healthcare Ethics Courses on completion.

No course decides a complaint, and no provider can promise an outcome. Remediation that starts while the matter is open is easier to evidence than material put together just before a decision.

A complaint to CORU under the Health and Social Care Professionals Act 2005, and the investigation that follows, is one of the hardest things a registrant deals with, and it arrives in the middle of ordinary working life. Whether the concern is about conduct, competence or health, and whether it came from a patient, a service user, a colleague, an employer or a registration board, the response has the same job. Documented remediation is one of the few parts of the process within your control while everything else waits.

Every course is written to the statutory Code of Professional Conduct and Ethics for your profession — professional boundaries with a patient, a service user or a colleague, consent, records, honesty, confidentiality, communication and safeguarding. These are the themes CORU reports in the cases it concluded in 2022 to 2024: personal and professional conduct including dishonesty in 49%, communication in 39%, care and treatment in 29%, safeguarding in 26%, record keeping in 12%, confidentiality in 10% and professional boundaries in 7%. The certificate is not the evidence on its own: it belongs with your own written reflection.

Why it matters

What CORU is actually assessing

Once the facts are settled, a response to the Committee of Inquiry or the Council needs to show what you understand, what you have changed, and why it is unlikely to happen again. Six things decide that.

Four things, and the order matters

Whether you understand what went wrong. Whether you accept responsibility for your part in it. Whether you see the effect it had — on the patient or service user and their family, on colleagues, and on public confidence in your profession. And whether you can show meaningful change as a result. Responses that supply the first and the last and leave out the middle two are what a finding of lacking insight looks like.

Insight is weighed in the words CORU uses

In one case in its 2022 to 2024 trends report a committee found that early admissions had demonstrated some limited insight; in another it took account of a demonstration of insight together with references and testimonials. Admissions show that you accept the facts, not that you understand the effect or have changed anything; the Insight and Reflection courses supply the rest.

Records are judged twice

Once as care and once as evidence. Late entries, gaps and retrospective additions are read closely against the record-keeping standard in your Code; record keeping was a theme in 12% of the cases CORU concluded in 2022 to 2024. Amending a record once you know of a complaint turns a care matter into one of honesty, a far harder allegation to answer.

Starting early costs nothing

Undertaking remediation is not an admission of anything. It is equally useful whether you are writing to the PPC, offering an undertaking, preparing for a Committee of Inquiry, or waiting for the Council to decide on sanction.

Evidence somebody else can verify

Your own account of your own improvement is the weakest evidence available. A dated certificate from an external provider, attached to your own written reflection, is not.

Written for CORU

Aligned with the Code of Professional Conduct and Ethics your registration board has made under the Health and Social Care Professionals Act 2005 — boundaries, consent, records, honesty, confidentiality, communication, safeguarding — and with the stages the Act provides, from the Preliminary Proceedings Committee to the High Court's confirmation.

Why these courses

Why a certificated course helps in a response to CORU

A response has to show what you understand and what has changed. These are the six things a course can contribute to that, and the limits of each.

Evidence somebody else can verify

Your own account of your own improvement is the weakest evidence available. A dated certificate issued by an external provider is not your account: it is a record that exists independently of you, showing what you studied and when you did it.

Immediate access, when timing is the point

Enrol and start the same day. There is nothing to schedule and no cohort to wait for, which matters when you are asked to show prompt action to CORU, to your indemnifier, or to an employer running its own process alongside the complaint.

Written to your registration board’s Code of Professional Conduct and Ethics

A complaint is measured against your registration board’s Code of Professional Conduct and Ethics, not against general professional-development material. Each course is written to your registration board’s Code of Professional Conduct and Ethics and to the stages of a complaint to CORU, in the words CORU itself uses for the process.

Grouped by the concern actually raised

Read the concern in your letter, choose the matching type above, and the page shows the Core Set alongside the courses that address that concern directly. Study that answers the concern reads very differently from a list of everything available.

The certificate is one part

A certificate evidences completion. A certificate together with your own written reflection — what you understood, what you accept, what changed — evidences insight. The courses are built so that the reflection has something specific to attach to.

The kind of study advisers ask for

Your indemnifier, your union or professional body, or a solicitor can advise health and social care professionals facing a complaint on what evidence a response needs, and structured, documented study with a dated certificate is evidence that can be checked. That does not mean any of them, or CORU, names a particular course, and we do not claim it.

Key terms

What CORU and the Committee of Inquiry mean by insight, reflection and remediation

These three words are not interchangeable. We found no standalone CORU sanctions guidance; what follows is drawn from the committee findings in CORU’s fitness to practise trends report for 2022 to 2024, its complaints pages and the Act.

Insight is understanding what went wrong, why it happened, and the effect it had on the patient or service user, on colleagues and on public confidence in your profession. The trends report records a committee finding that “early admissions had demonstrated some limited insight” (CORU, trends report) — the admissions counted, and so did the word limited. Reflection is that understanding set down honestly in your own words, including what you would do differently and what you have changed. Remediation is the concrete steps taken so it does not happen again, with evidence that they happened. Insight without remediation is an account; remediation without insight is a certificate.

CORU's own framing is the one to write to: “Every complaint represents an opportunity for learning and reflection” (CORU, trends report). Where a committee took account of a “demonstration of insight and positive references and testimonials” (CORU, trends report), the demonstration came first and the references supported it.

In practice this means three documents: your own written reflection, naming what you accept, what you understand about the effect, and what you have changed; dated evidence that the change happened, which is where a certificate belongs; and a short account of how you will keep it in place.

The words in the letter

Complaint
CORU's word for a concern raised about a registrant — made to the Council by or on behalf of any person, or by a registration board — and the start of a process, not a finding. CORU writes to you to explain the nature of the complaint and who the complainant is. In 2025 it received 73 new fitness to practise complaints.
Preliminary Proceedings Committee
The PPC: the CORU committee that screens every complaint first and decides whether it goes forward to a Committee of Inquiry.
Committee of Inquiry
The three-person committee that holds the inquiry: the Professional Conduct Committee for conduct or competence, the Health Committee for health.
Professional misconduct
The first ground of complaint in section 52(1). CORU defines it as any act, omission or pattern of conduct that breaches your registration board's Code of Professional Conduct and Ethics.
Poor professional performance
The second ground in section 52(1). CORU defines it as any failure of the registrant to meet the standards of competence. It is heard by the Professional Conduct Committee.
Relevant medical disability
The third ground in section 52(1): a health condition that may affect your ability to practise, heard by the Health Committee.
Undertakings
Agreed commitments by the registrant to address the concerns identified, and the largest Committee of Inquiry outcome in 2022 to 2024. Breaching one is a ground of complaint under section 52(1)(e).
Sanctions and High Court confirmation
The sanctions in section 66(1): admonishment or censure, conditions, suspension, cancellation and a prohibition on applying for restoration. Under section 68 they take effect only on High Court confirmation, apart from an unappealed admonishment or censure.

These descriptions summarise how the terms are used by CORU and in the Health and Social Care Professionals Act 2005, with short quotations from the published pages and guidance listed under Sources below. They are not legal advice. Your indemnifier, your union or professional body, or a solicitor should advise on your own case.

Questions health and social care professionals ask us

Frequently asked questions

Which courses should I take for a CORU complaint or inquiry?

Begin with the Core Set above. Those nine cover both halves of a response: the standards you are judged against — Ethics for Healthcare Professionals and Professionalism for Healthcare Professionals, written to the Codes of Professional Conduct and Ethics — and the four things a response has to show, set out under What CORU is actually assessing. Then add the courses matching the concern in your letter. Each course is €100 (€70 with Bulk Buy 10).

Who decides — the Preliminary Proceedings Committee, the Professional Conduct Committee or the Council?

The Council decides the sanction, and the High Court confirms it. Before that, the Preliminary Proceedings Committee screens the complaint and decides whether it goes forward, and a Committee of Inquiry — the Professional Conduct Committee for conduct or competence, the Health Committee for health — holds the inquiry and reports to the Council. Your letter names the committee it comes from, which tells you your stage.

I am a psychologist, a counsellor or a psychotherapist, or my profession has no Irish regulator — is this page for me?

Yes. CORU says the first three psychologist registers are now expected to open in 2027, and the registers for counsellors and psychotherapists are not yet open, so there is no CORU fitness to practise process for you today; ask CORU about the timetable for your register. The questions a complaint raises are the same wherever it is heard — what happened, what you understood, what has changed — and the Core Set answers them. This page also serves any practitioner whose regulator is not one of the other four.

Do I get a certificate, and does it count towards my CORU CPD?

A certificate, yes: Healthcare Ethics Courses issues a dated certificate for every course, recording 2 CPD hours, the course title and the date of completion. On CPD, CORU requires 30 CPD credits in every 12-month period, counts one hour of new or enhanced learning as one credit, and audits records; it says the key element is reflecting on how the activity will change your practice, so keep the certificate with your own written reflection. Whether any activity counts towards your 30 credits is for CORU to say — ask CORU.

How long do I have access to a course?

Access runs for twelve months from the date of purchase. You start immediately and work at your own pace on any device, with no schedule to keep. Finishing a course does not end your access: after you have downloaded your certificate you can return to the material as many times as you like for the rest of the twelve months, at no further cost.

Can I get a certificate with a later date?

No. The certificate records the date you completed the course, and that date does not change. Revisiting the material inside your twelve months does not produce a newly dated certificate. If you need a certificate carrying a later date — because CORU, a Committee of Inquiry or an employer has asked for recent evidence — you buy the course again. Within twelve months of your original purchase a repeat is half price; after twelve months it is the full €100.

Will completing courses resolve my CORU complaint?

No. No course, from us or anyone else, determines the outcome of a complaint to CORU, a Professional Conduct Committee or Health Committee inquiry, or the Council's decision on sanction; treat any provider suggesting otherwise with caution. What a course can do is help you build the insight and reflection your response needs, and give you a dated, verifiable certificate to evidence it. How much weight that carries depends on the facts of your own case.

How do I evidence insight and remediation to CORU?

By showing four things in order: that you understand what went wrong, accept responsibility, see the effect it had, and can show meaningful change, as set out under What CORU is actually assessing. Put them in your own written reflection and attach dated evidence of the change, such as a course certificate. The Insight, Reflection and Remediation courses address each of the four.

CORU has proposed an undertaking, or asked me to complete a course — do these qualify?

CORU describes undertakings as agreed commitments by the registrant to address identified concerns; in 2022 to 2024 they were the largest Committee of Inquiry outcome, 13 against 7 censures. Our Ethics, Professionalism, Professional Boundaries and Ethical Boundaries courses are written to supply the content of such a commitment, and each issues a dated certificate. Whether a particular course satisfies a particular undertaking or condition is for CORU to say: read the wording with your indemnifier, your union or professional body, or a solicitor, and ask CORU before you enrol.

Can I take a course if my registration is suspended or has conditions attached?

Yes. There is no registration check and no requirement to hold current registration. The courses are taken by registrants who are suspended, who have conditions attached to their registration, who are subject to an undertaking, or who are applying for restoration, as well as by those with a live complaint. If a condition or an undertaking names a specific subject, check its wording with your indemnifier, your union or professional body, or a solicitor before you choose.

The complaint is about professional boundaries — what applies?

Your registration board's Code of Professional Conduct and Ethics, which every CORU registrant must abide by. Professional boundaries were a theme in 7% of the cases CORU concluded in 2022 to 2024. Our Professional Boundaries and Ethical Boundaries courses cover the boundary with a patient, a service user or a colleague — a dual relationship, contact outside the professional relationship, gifts and conduct online — and what a response to a boundaries concern needs to show. Take advice before responding, and before contacting the person concerned.

The complaint is about my health — is that a disciplinary matter?

It is a health process rather than a conduct one. Relevant medical disability is a ground of complaint in section 52(1) of the Act, and a complaint on that ground goes to the Health Committee, whose hearings CORU says are normally held in private. Your response can still show how the condition affected your practice and what you have put in place.

Is what I do confidential?

Yes. Courses are taken privately online at your own pace. We never share participant details with CORU, a registration board, a Committee of Inquiry, an employer, a union or an indemnifier unless you choose to do so yourself. Registrants complete a course before deciding whether to include it in a response to the PPC, in an undertaking, or in a submission to the Committee of Inquiry at all. The certificate is issued to you alone.
